Or at least some safe city where cult is slowly growing. Even though the citizens is transcending along with the upgrade and might believe less in gods due to acquiring power and technology, people tend to want to find a sense of spiritual fulfillment and therefore, start being religious. Specially in this kind of environment where they had to survive everyday and can’t even have enough resources. So I really think the Blue Sea isn’t supposed to be the only theology civilization out there. Perhaps the only difference is that they have one true god that is living.
