Maybe because MC has population? She’s in 300 mil going 400. Which is higher tier kind of population. In her bracket, the top ones have around 10-30mil, I guess? So that will be like just 1 or 2 rare type ability user. Plus she absorbs all kind of population so the probability would go even higher.

While I do appreciate the “Raretiy” Of abilities, 1 in 10 mil is quite a bit considering the current pop of the Safe city. So nothing crazy? I would kinda hope some abilities are 1 in a billion or 1 in a trillion as million seems more than feasible to spam
