With the population and technology of blue sea, they are considered upper low-tier but if you add MC, someone who could be labeled as a superhuman in a non-superhuman civilization, that should account for something right? It’s not hightier technologies but if you think genes as part of technology, then that should jump their civilization higher. Or does it only count if like Lilithian that’s labelled as higher civilization, it only counts if her civilization is able to continuously be born with abilities.
